SA-2025 now available - a stronger, fairer subcontract agreement.

We’re proud to announce the release of
SA-2025, the latest edition of New Zealand’s standard subcontract agreement, developed in partnership with the Specialist Trade Contractors Federation (STCF).
This latest edition brings the agreement in line with today’s commercial construction needs - promoting a fairer, more collaborative approach across the sector that works for both contractors and subcontractors.
What’s new in SA-2025?
Building on the strengths of SA-2009 and SA-2017, SA-2025 introduces several key improvements:
- Improved alignment with NZS 3910:2023 – smoother contract administration and consistency across head and subcontract levels.
- Clearer risk allocation and obligations – including design responsibilities, final accounts, QA requirements, hot works protocols, and retention release mechanics.
- Increased transparency and fairness – better-defined variation and delay protocols, safeguards against poor contract practices, and clearer notice provisions.

The Specialist Trade Contractors Federation played a critical role in representing subcontractors’ perspectives, ensuring practical improvements to documentation obligations, insurance compliance, and delay notification procedures.
This edition also acknowledges the contribution of Rodney (Rod) Fulford, who passed away in June 2025. Rod’s deep industry knowledge, tireless advocacy, and commitment to fair subcontracting practices helped shape the SA series into the trusted standard it is today.
