Vertical Construction Leaders' Group
The Vertical Construction Leaders' Group (VCLG) is made of CEOs from top commercial construction companies. Its focus is on helping the sector to be resilient and productive, including in our fastest-growing towns and cities.
The VCLG works to:
- Assess market conditions (for example, pipeline, capacity, and supply chain insights).
- Identify opportunities to grow the sustainability, safety, and reputation of the sector.
- Coordinate responses to industry pressures (for example, subcontractor practices and workforce challenges).
- Engage government, clients, and stakeholders to address sector problems.
- Share best practice (for example, on client management and delivery challenges).

Commercial Working Group
The Commercial Working Group (CWG) is made of leaders from across our membership with deep expertise in commercial construction. Its focus is on supporting a strong, productive sector that delivers great results for clients.
The CWG meets quarterly to:
- Assess market conditions in commercial construction (for example, supply and demand trends).
- Identify challenges affecting commercial construction businesses (for example, procurement and contracting practices).
- Share best practice (for example, on contracting, cost escalations, and supply chain risk).
- Engage government on fair, effective systems and regulations (for example, Building Code and consenting issues, project delivery, and financing constraints).
Recent activity
- Input on the government's National Fuel Plan and broader business continuity and resilience planning.
- Engagement with Treasury and the Reserve Bank on commercial construction market conditions, investment pipelines, and business confidence.
- Submissions to government on procurement, infrastructure, Resource Management Act, and workforce issues.
- Creating regular guidance notes and webinars on key commercial topics (available to members).
- Creating principles and guidance for good contracting (including pre-construction services agreement) (available to members).
- Input on standards for conditions of contract for building and civil engineering construction:
Residential Working Group
The Residential Working Group (RWG) is made of leaders from across our membership with deep expertise in residential construction. Its focus is on supporting the delivery of quality, affordable homes for New Zealanders.
The RWG meets quarterly to:
- Assess market conditions in residential construction (for example, supply and demand trends, delivery challenges).
- Identify challenges affecting residential construction businesses.
- Share best practice (for example, on buildability, performance, and consenting).
- Engage government on fair, effective systems and regulations (for example, on Building Code and consenting issues, housing delivery, land supply, and financing constraints).
Recent activity
- Input on the government's National Fuel Plan (including residential construction, housing delivery, and workforce needs).
- Submissions to government on consenting, Building Code, housing system reform, and workforce issues.
- Targeted consultation with MBIE on reforms (for example, self-certification, granny flats, mandatory home warranties).
- Engagement with Treasury and the Reserve Bank on residential construction activity, housing market trends, and builder confidence.
- Input on standards on timber-framed buildings (NZS 3604).
