Policy Statements

Climate Change
Registered Master Builders (RMBA) supports a transition towards a net zero carbon industry. While many of the regulatory changes impacting building and construction won’t take practical effect immediately, preparation is underway now. RMBA’s focus is to ensure changes are practical, can be properly implemented, and do not come at the expense of productivity and affordability. The Advocacy & Policy team at RMBA will continue to meet regularly with the Building for Climate Change team at MBIE to help shape proposals that are buildable and implementable.

Consenting
We understand that constraints and delays around consenting constitute a significant issue for our members. MBIE is currently in the process of reviewing the consenting system. The Advocacy and Policy team at RMBA has met with MBIE’s consenting review team in early February, following the first round of consultation released in August 2022. Our members are represented on MBIE’s review panel, and we will continue to engage with their team. Our team is now preparing to submit to a second round of consultations expected to be released in June 2023. If you haven’t already done so, please read our initial submission here.

Housing Policy
New Zealand is currently facing a housing crisis. Every New Zealander needs a home, and we are the industry relied upon to do this. Homes need to be warm, dry, and safe, and we support our industry in building a better New Zealand.

In 2023, we completed submissions on the new RMA reforms: the Natural and Built Environment Bill and the Spatial Planning Bill.

Industry Sustainability
With supply chain disruption and labour shortages, more work needs to be done to improve the sustainability of our industry. The construction industry goes through a boom bust cycle, and whilst this may have advantages, it can be greatly improved. Many areas of the building industry need addressing to change the sector in the long term, and we advocate for positive change for everyone. Progress will continue into the future surrounding this hot topic.
